Mr. Eteru is a farmer and Chairman Kaberamaido District Farmers Association. He sits on the National Executive Committee of UNFFE as the Eastern Region Representative. He holds a Degree of Bachelor of Public Administration from Kampala University and Diploma of Law from Law Development Centre. He has a certificate in Management from Uganda Management Institute (UMI) and he is pursuing a post graduate diploma in Public Administration at UMI
